Green Party Electoral Mail Automation

The Brief:

The Green Party required an urgent solution to automate their electoral mail fulfilment process after their existing printer and fulfilment provider failed to deliver a viable operation.

Under UK electoral law, every candidate from a formally recognised political party is entitled to send one free Royal Mail election communication to every eligible voter in their constituency. These mailings must comply with strict Royal Mail electoral mailing requirements, including packing, labelling, and palletisation standards.

Our brief was simple but critical:
Rescue the campaign from failure and deliver a compliant, cost-effective, large-scale electoral mailing operation, on time and within budget.

The Challenge:

Royal Mail electoral mailings involve high-volume distribution to multiple drop points across the UK, governed by strict rules designed to ensure efficient and safe delivery.

The previous supplier had treated the project as a basic pick-and-pack fulfilment task, severely underestimating:
- The scale of constituency-level variation
- The complexity of box optimisation
- The time required for manual calculations and labelling
- The labour cost of highly skilled fulfilment staff

Each constituency required:
- Custom quantity calculations
- Manual selection of optimal box sizes
- Void minimisation to prevent pallet collapse
- Individual box and pallet labelling
The result was an operation that was slow, labour-intensive, error-prone, and financially unsustainable. Time and motion analysis showed the campaign was at serious risk of missing its deadline.

The How:

We identified that reducing operational complexity was the key to success.
Our strategy focused on process automation and task simplification, allowing a larger, less-experienced workforce to operate efficiently without sacrificing accuracy or compliance.

Key Innovations

1. Three-Stream Packing Model

Each constituency order was automatically split into:
High-volume boxes
Medium-volume boxes
Variable banded bundles

2. Royal Mail Collaboration

We worked directly with the Royal Mail Electoral Mailing Team to validate the new packing methodology and ensure full compliance.

3. Bespoke Software Development

A custom FileMaker fulfilment solution was rapidly designed, tested, and deployed to:
Automatically calculate optimal box configurations
Allocate quantities to each pack type
Generate compliant labels for every box and bundle

4. Automated Label Segregation

Data was separated into three packing streams, allowing:
Faster picking and packing
Reduced cognitive load on staff
Parallel processing by multiple teams

5. Simplified Palletisation

Completed packs were regrouped only at the palletisation stage, ensuring stability and transport compliance.

The Results:

The impact of the new system was immediate and measurable.
- 65% reduction in labour costs
- Significant increase in packing speed and accuracy
- Successful delivery of all electoral mailings within deadline
- Full Royal Mail compliance achieved
- Campaign rescued from operational failure
The Green Party completed their election mailing successfully, avoiding reputational and financial damage. The project not only met its objectives but also established a long-term working relationship, with continued collaboration to this day.
